developing economies, including service as Deputy Director in the Strategic Planning and Policy
Department of the Turks and Caicos Islands Government.

Marissa Chester is an economist with over 16 years of professional experience across Caribbean developing economies, including service as Deputy Director in the Strategic Planning and Policy Department of the Turks and Caicos Islands Government. She specializes in macro-fiscal analysis, public investment management, and policy development, with a strong commitment to strengthening public sector financial management and strategic planning frameworks.

Her portfolio has encompassed oversight of capital projects monitoring, economic evaluation of investment and development proposals, and regional economic analysis to inform executive decision-making. She is recognized for strengthening institutional planning frameworks and advancing evidence-based policymaking and sustainable national development.

Ms. Chester holds a Master of Science in Economics and has completed advanced training in macro-fiscal forecasting, public-private partnership risk analysis, and legislative drafting. Her research and policy interests include energy economics, development frameworks, and macroeconomic resilience in small, open economies. She is a member of the International Association for Energy Economics.
